"Safe NOW Act of 2007"
The "Safe NOW Act of 2007" was introduced on January 5, 2007 as HR 291. This bill is identical to the former HR 4815 introduced in 2006 and passed in a more general version as a section of the "Adam Walsh Law" signed by President Bush. Although a more general version has been signed into law, the bill was re-introduced to send a message to Congress of the full intent for a National Sex Offender Risk Classification Task Force.
On February 28, 2006, the "Safe NOW Act of 2006" was introduced in Congress (HR 4815) to establish a National Sex Offender Risk Classification Task Force to create guidelines for a risk-based sex offender classification system. A more general version of this bill was introduced in the recent "Adam Walsh Law".

The SAFENOWPROJECT has identified the following as potential remedies to gaps identified in current sex offender management practice or as proactive changes to support an attitude of prevention. We offer each one of these actions uniquely, understanding that implementation will require a variety of legislation, support in policy and practice, or simple endorsement. We believe these actions will greatly enhance community safety.
- A national sex offender registry supported by technology that allows all law enforcement systems to share information, and system enhancements that allow criminal justice partners to also enter and access data;
- All law enforcement agencies must be provided the resources necessary to actively monitor registered sex offenders;
- Community notification must be based on a qualified empirically based assessment of risk to determine levels of high, medium and low--that is standardized across the country;
- All states should have a sex offender management advisory board responsible for the development and implementation of sex offender management standards (addressing registration and notification, assessment, treatment, supervision and monitoring) for policy and practice that can be legislatively approved. This board should also be responsible for coordinating specialized training for professionals working with sex offenders;
- All sex offenders should be provided specialized sex offender evaluation and treatment necessary for them to learn to manage their sexual offending behaviors and decrease their risk of re-offense;
- A Pre-Sentence Investigation (PSI) report, including risk assessment, must be conducted prior to sentencing on all sexual assault or other violent offenses--regardless of whether a plea agreement exists;
- Lifetime supervision for all violent and/or sex offenders with one sex or aggravated offense AND a prior felony conviction or evidence of a prior history of a propensity of sexual violence or violent behavior;
- All violent offenders with a history of sex crimes should be subject to a mandatory period of intensive supervision, treatment and monitoring upon re-entry to the community;
- Required assessment, including background checks for employees and volunteers responsible for the care and guardianship of vulnerable, at-risk populations: children, elderly, physically and mentally ill; and
- Age-appropriate curriculum about healthy relationships as a required component of the K-12 curriculum.
